Due to Kona Low and Hurricane Lala, DOT Highways performed emergency roadway restoration and infrastructure repairs under state emergency proclamation authority. Scope included earthwork, excavation, slope stabilization, drainage improvements, culvert replacement, roadway reconstruction, asphalt paving, erosion control, traffic control, and utility protection to restore safe public access and transportation operations following storm-related damage.
