Chief/Senior Estimator (Full Time)
Status: Exempt 2025
Koga Engineering & Construction, Inc. is seeking a highly experienced and detail-oriented Chief/Senior Estimator to lead our estimating team in preparing accurate and competitive bids for heavy civil construction projects. This role is critical in shaping the company’s project pipeline and ensuring profitability through precise cost forecasting and risk assessment.
Other Duties / Functions (Not limited to):
Reports to V.P. of Estimating.
Preparation of detailed cost estimates for heavy civil projects including work as a general contractor,
building subcontractor, utilities, roadwork, grading and related site development activities.
May have to lead and manage the estimating department, including overseeing the
preparation of cost estimates, mentoring junior estimators and assigning
responsibilities.
Analyze drawings, specifications, proposals, and other documentation to prepare
time, cost, and labor estimates.
Collaborate with project managers, project engineers, and field operations to
ensure estimates align with execution strategies.
Develop and maintain relationships with subcontractors and suppliers to obtain competitive pricing.
Oversee all tax, payroll and insurance audits.
Conduct risk analysis and value engineering to optimize project costs and identify potential issues.
Present estimates and bid strategies to executive leadership for review and approval.
Maintain historical cost data and implement estimating software tools and best practices.
Participate in pre-bid meetings, site visits, and client presentations as needed.
Qualification Requirements:
Bachelor’s degree in civil engineering, Construction Management, or related field (or equivalent experience).
Minimum of 10 years of experience in heavy civil construction estimating, with at least 3 years in a leadership role.
Strong knowledge of construction means and methods, cost control, and scheduling.
Proficiency in estimating software (e.g., HCSS HeavyBid, Bluebeam, Roctek, Trimble Business Center or similar).
Excellent analytical, organizational, and communication skills.
Ability to manage multiple estimates and deadlines simultaneously.
Familiarity with local market conditions, subcontractors, and suppliers in Hawaii is
a plus.
Preferred Attributes
Certified Professional Estimator (CPE) designation.
Experience with DOT, municipal, and federal infrastructure projects.
Experience with the procurement process for C&C, State and federal projects.
